520 |a This paper analyses the nature of the household’s expenditure with medical care, in special, with health plans - during the appearance of a comprehensive coverage offering by Sistema Único de Saúde (SUS). In other words, readin g the database of the Family Budget Survey (Pesquisa de Orçamento Familiar - POF), where we identify the expense, budget and saving of the families, we make a description and analysis about the magnitude and the distribution of health expe nditures in 1987 and 1996. Particul arly, we focus the evaluation on the health insurance plans, giving special attention on the results meet to the lesser and middle income levels. The principal results can be described through these following assessments: there was a reduction of the total expenditure with medical care, following the reduction per capita ; the major reduction occurred on the higher levels of the income distribution; there was an impressive increasing of health plans expenditure around 74%, achieving R$ 4 billion in 1996; the expenditures were mainly located at the southeast region; the ratio of gross domestic product (GDP) to medical care expenditure decreased from 2,24% to 1,66%; and, finally, there is a high degree of concentration under the medical care expenditure distribution.
